    Terre Haute City Councilman Ryan Cummins has proposed an ordinance that would make smoking a property-rights issue. Others believe smoking should be considered a health issue. What do you think about smoking in the workplace?
    It is a property-rights issue and owners should be able to decide whether or not to permit smoking.

    It is a public health issue and government should take a regulatory role.
